1,206,000 Illinoisans are employed at small businesses. Out of that number, 757,300 (62.8%) are employed at businesses that are eligible for a tax credit, making it easier for their employers to provide health coverage for them. Overall, the state will receive $634,615,800 in tax credits, or about $838 per employee, on average.
54,130 (39.3%) of Illinois small businesses will be eligible for the Maximum (35%) credit. 220,400 people will benefit from the maximum credits, or 29.1% of those employed by a small business.
The country suffers from large ethnic and racial disparities in health care, and coverage is no different in small businesses, where a disproportionate number of African American and Latino small business employees are without insurance, as compared to white, non-Latino employees. Many of these workers could benefit from the small business tax credit. In Illinois, 188,090 Latino workers are employed by small businesses. 74.5% (140,040) of those workers will benefit from small business tax credits. 118,310 African American, non-Latino workers are employed at small businesses, of which 78,170 (66.1%) will benefit from tax credits.
As with many other aspects of the Affordable Care Act, the small business tax credit is still underused and unknown. We found in our Neighborhood Stories series last year that many small business owners and chambers of commerce in the South and West Sides of Chicago had not heard of the small business tax credit. The Families USA and Small Business Majority Report released today will help to continue to publicize the availability of the credit.

A tax credit offered to small businesses as part of federal health care reform could amount to savings of $166 million for companies that employ 192,400 workers in Connecticut, two nonprofits said Wednesday.
Nationally, the tax credit could offset the cost of providing health insurance to more than 19 million Americans who work at small businesses for a total $15 billion in incentives.
The tax credit allows employers with fewer than 25 workers to write off as much as 35 percent of the amount they spend on their workers’ health insurance. For example, if an employer spends $50,000 on workers’ premiums, and qualifies for a 15 percent credit, the employer will be able to save $7,500 each year on federal taxes. The tax credit increases in 2014.
Small Business Majority and Families USA, a national organization that advocates for affordable health care for all Americans, researched the tax credit and said 36,620 small businesses in Connecticut are eligible, or 64 percent of all small businesses in the state. More than a third of the state’s small businesses — 13,490 — are eligible for the maximum tax credit of 35 percent of the amount employers spend on health insurance for workers, the groups said.
The report is part of an effort by the two groups, which favor the federal reform, to combat a perception – pushed by opponents — that small businesses are hurt by the controversial Affordable Care Act of 2010.
If all the small businesses in Connecticut took advantage of the tax credit, the savings would be $166 million, or an average of $864 for each of the 192,400 affected workers, according to the nonprofits’ research. The report does not say what percentage of Connecticut small business are already taking advantage of the tax credit.
“There has been, over the past decade, a significant reduction of people who get health coverage through the workplace,” said Ron Pollack, executive director of Families USA. “In the year 2000, 65 percent of the American public received health coverage through the workplace. Ten years later, in 2010, it was 55 percent. And, obviously, the reason there’s been a reduction in the number of people who get health coverage through the workplace is that health costs have skyrocketed.”
To be eligible, an employer must pay at least half of the cost of health care coverage for each employee. The employer also has to have fewer than 25 workers and those workers must have average wages of less than $50,000 per year, according to the Internal Revenue Service.
The problem is that many small businesses are not using the tax credit. Critics say it’s because it’s too complicated to figure out.
“We also know from our polling that the majority of small businesses don’t know these credits exist to help them,” said John Arensmeyer, CEO of Small Business Majority, a nonpartisan group run by small business owners. “The best way to serve small business owners is to educate them about this provision so they can participate in and benefit from it.”

Imagine that you’ve just accumulated enough sales/revenue to justify your first hire…. A good job comes with great health benefits, right?
Not so fast… that’s not the case anymore. Today, nearly 60% of small businesses do not offer health insurance due to:
- Cost
- Firm Size
- Employee Turnover
That’s more than 3,000,000 U.S. small businesses that do not offer health benefits today.
Even so, a health benefits package can be the deciding factor for a potential new hire.
About 45 percent of “microbusiness” owners who responded to a survey by the National Association for the Self-Employed agreed it is necessary to offer a health insurance benefit to find and hire qualified people. More than 80 percent maintained small businesses don’t have access to the same health insurance options as large companies.
So, you’re faced with a tough decision: To offer health benefits or not to offer health benefits?
To answer this question, you have to understand why most employees value health benefits over salary.
Employees value health benefits over pay because health benefits are tax deductible
The history of employers providing workers with health insurance goes back for decades. In the early 1940s, the federal government changed the tax laws to allow businesses to provide health insurance coverage as part of an employee’s compensation package 100% tax-free.
The primary reason companies offer health insurance today is because:
- It is tax deductible to the business
- Employees get the benefit 100% tax-free
As a result of this enormous tax advantage, $1 in health benefits may be worth $1.50 – $2.00 in pay to an employee depending on his or her family’s tax bracket.
Additionally, the $1 in health benefits costs the company less than $1 in pay. (Remember, it’s tax deductible to the business so the company does not have to pay payroll taxes!)
The first mistake many startups make is assuming that they can not afford to offer health benefits due to costs.
Here’s a fresh perspective: if you can afford to hire an employee, you can afford to offer health benefits.
The real question is how do I structure the compensation and health benefits package for maximum value to the employee and minimal cost to the company?
It’s not a question of whether to offer health benefits – It’s a question of how to offer them
Depending on a number of factors (e.g. your age, your health and your prior experience with health insurance), you may have pre-conceptions of a small business’s health insurance options.
For example, many startup owners incorrectly believe traditional group health insurance is the only way to offer employees proper health benefits. Consequently, many startups rule out employee health benefits altogether due to the costs associated with traditional benefit programs.
Don’t take my word for it. The NASE survey (reference above) found that 46 percent of small business owners say they don’t have access to health-insurance options that fit their startup company’s needs.
Thanks to health care reform, startups and small businesses now have a new option : Defined Contribution Health Benefits.
How Every Startup Can Offer Health Benefits: Defined Contribution
With a defined contribution health plan, the company gives each employee a fixed dollar amount (a “defined contribution”) the employees choose how to spend. Employees then use their defined contribution to reimburse themselves for out-of-pocket health insurance costs or other medical expenses 100% tax-free.
The reimbursements are:
- Tax deductible to the business
- 100% tax-free to employees
As a result, $1 in defined contribution health benefits may be worth $1.50 – $2.00 in pay depending on the employee’s tax bracket.
Additionally, the $1 in defined contribution health benefits costs the company less than $1 in pay.
(Remember, it’s tax deductible to the business so the company does not have to pay payroll taxes!)
As a result, startups can integrate a customized health benefit into a compensation package for any new hire.
Here’s how it works:
